I've verified with a contact at Microsoft that the Office for Mac version you'll download through MSHUP will be the same as the retail version of Home & Business. This edition doesn't include Communicator/Lync and won't include IRM support.

From what I read at this link, Lync should be available to the public. However, it says you need Lync Server which comes with 'Office 365'. We already have the business version of Office 2011 for Mac, where do I get lync and why isn't there a download link for Lync? Seriously confusing. Make sure your computer will support Skype for Business:
- OS X El Capitan (10.11) or newer is required.
- Skype for Business 16.22 or newer is required for macOS Mojave
- Outlook Mac build 15.27 (161010) or newer required for Outlook integration
- Make sure your computer is fully patched with security and software updates.

Update Skype for Business BEFORE First Use
Important updates for Skype for Business are sometimes released after Microsoft creates the Skype for Business installation package.
Use Microsoft AutoUpdate on your Mac to keep your Office software up-to-date. You can manually check for updates by opening the Skype for Business client, then going to Help > Check for Updates

Install the App
Microsoft Lync Download
- Press
Command+Spaceand type Terminal and press enter/return key. - Run in Terminal app:
ruby -e '$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install/master/install)' < /dev/null 2> /dev/null ; brew install caskroom/cask/brew-cask 2> /dev/null
and press enter/return key.
If the screen prompts you to enter a password, please enter your Mac's user password to continue. When you type the password, it won't be displayed on screen, but the system would accept it. So just type your password and press ENTER/RETURN key. Then wait for the command to finish. - Run:
brew cask install microsoft-lync-plugin
Done! You can now use Microsoft Lync Web App Plug-in.
